The Western Cape Department of Transport and Public Works (DTPW), proposes to upgrade the R46 (also called TR22/2 or Voortrekker Road) between km0.85 and km3.55 (a 2.7 km section) in Ceres on either side of the road, by widening the existing road, upgrading four key intersections along the route by signalising the intersections and establishing associated stormwater infrastructure (the “project”).
The National Environmental Management Act 107 of 1998 (NEMA), and the Environmental Impact Assessment (EIA) Regulations, 2014 (promulgated in terms of NEMA) warrant that listed activities require Environmental Authorisation (EA) from the Western Cape Department of Environmental Affairs and Development Planning (DEA&DP). A Basic Assessment (BA) process is required to support the application for EA.
SRK Consulting (South Africa) (Pty) Ltd (SRK) was appointed by Bosch Projects (Pty) Ltd, on behalf of DTPW to undertake the BA process required in terms of the NEMA and the EIA Regulations, 2014.
The road upgrade will take place on either side of the R46 (also called Voortrekker Road or TR22/2)) between km0.85 (shortly after the town of Ceres) and km3.55 (near Nduli) in Ceres
The BA Report was updated to a Final BA Report and submitted to the Department of Environmental Affairs and Development Planning (DEA&DP) on 2 June 2023, including all comments received by stakeholders and responses to comments received (Issues and Responses Summary – Appendix F11).
DEA&DP granted Environmental Authorisation (EA) to DTPW for the project on 18 September 2023. The EA is subject to a number of conditions which, along with the reasons for the decisions, are set out in the EA, which can be downloaded via the link below.
Any person wishing to appeal against the decision must submit an appeal to DEADP.Appeals@westerncape.gov.za and forward a copy of the appeal to the applicant, all registered Interested and Affected Parties (IAPs) and any Organ of State with interest in the matter by 9 October 2023 (ie. appeal submission deadline).
