PROJECT SYNOPSIS

Lucky Star Ltd (Lucky Star), a division of Oceana Group Limited (Oceana), intends to develop a 10 MW Solar Photovoltaic (SPV) Facility and associated infrastructure on Portion 4 of Farm 6 (Farm Duyker Eiland), Erf 7 and Erf 8 of St Helena Bay, on the Vredenburg Peninsula in St Helena Bay, Western Cape (the project). The project will comprise, inter alia, a ~ 16 ha SPV array on Portion 4 of Farm 6, St Helena Bay and two 11 kV powerlines that will evacuate the electricity generated at the SPV Facility. Powerline 1 will extend from the new Aurora Substation to the neighbouring Lucky Star Cannery and will traverse Erf 7 and Erf 8, St Helena Bay. Powerline 2 will extend from the new Substation to the Oceana Minisubstation on Concorde Drive and traverses Portion 4 of Farm 6, St Helena Bay. The total footprint of the proposed project is ~18.5 ha.

 

The National Environmental Management Act 107 of 1998 (NEMA), and the Environmental Impact Assessment (EIA) Regulations, 2014 (promulgated in terms of NEMA) warrant that listed activities require Environmental Authorisation (EA) from the Western Cape Department of Environmental Affairs and Development Planning (DEA&DP). A Basic Assessment (BA) process is required to support an application for an EA.

 

SRK Consulting (South Africa) (Pty) Ltd (SRK) has been appointed by Oceana, on behalf of Lucky Star, to undertake the BA process required in terms of the NEMA and the EIA Regulations, 2014.

DEA&DP granted, and issued, Environmental Authorisation (EA) to Lucky Star for the project on 16 March 2023, in terms of NEMA and the EIA Regulations, as amended.
