PROJECT SYNOPSIS

The Astron Energy (Pty) Ltd Ballast Area is located in the Cape Town Harbour and consists of two fuel storage tanks which store crude and water and petroleum product fractions (known as slop) drained from loading and transfer infrastructure. Astron Energy proposes to apply for a renewal of the existing AEL.

 

The National Environmental Management Air Quality Act 39 of 2004 (NEM:AQA), and GN 893 of 2013 (as amended by GN 551 in June 2015) warrant that listed activities require an AEL. Astron Energy holds an AEL for the Ballast Area which is due to expire shortly and therefore need to be renewed. No changes to the facility or licenced activities are proposed.

 

An AEL renewal application will be submitted via the Department of Forestry, Fisheries and the Environment’s (DFFE) South African Atmospheric Emissions Licensing and Inventory Portal (SAAELIP). In terms of section 38 of the NEM:AQA, as amended, the applicant must take the necessary steps to bring the application to the attention of interested and affected parties (IAPs).

 

SRK Consulting (South Africa) (Pty) Ltd (SRK) has been appointed by Astron Energy to undertake the required public participation process related to the AEL renewal application.


PROJECT LOCATION

Along Portside Road, adjacent to Tanker Basin, Port of Cape Town.

A copy of the AEL renewal application is available for public review and comment and can be accessed below.

A hardcopy of the application is also available at the Cape Town Public Library.
