Project Title: Application for the variation of AEL, Port of Saldanha
   
Project Synopsis: Transnet Port Terminals (TPT) operate the Iron Ore Handling Facility (IOHF) at the Port of Saldanha in the Western Cape. The facility receives and stockpiles iron ore for export from mines in the Northern Cape. Following six months of compliance with the conditions of a provisional Atmospheric Emission Licence (AEL) that was issued in 2014, TPT were issued a final AEL in terms of Section 40 of the National Environmental Management: Air Quality Act 39 of 2004 (NEM:AQA) on 5 February 2016 (WCDM Ref: 12/3/1/11 [WC/WC/001]) .
TPT proposes to increase the throughput of iron ore at the existing IOHF from the 60 Million Tonnes per Annum (MTPA) permitted in terms of the existing AEL to 67 MTPA, as well as change existing processes, including possible export of iron ore via the multipurpose terminal (MPT) and  
 the commissioning and operation of Tippler 3, for which TPT already has Environmental Authorisation (EA) from the Department of Environmental Affairs (DEA - Ref: 14/12/16/3/3/1/895).
In terms of Section 46 of the NEM:AQA, TPT is applying for the variation of the existing AEL to allow for these changes in operation and throughout (the project).
SRK Consulting (South Africa) (Pty) Ltd (SRK) has been appointed by TPT as the independent environmental assessment practitioner, to manage the application for variation to the AEL and associated stakeholder engagement process.

Status of the project: The draft AEL Application Form and Atmospheric Impact Report is available from 16 February 2018 for public review and comment prior to formal submission to the West Coast District Municipality (WCDM) for a decision. Documents are available for review at the Saldanha Public Library, Langebaan Public Library, SRK Consulting’s offices in Cape Town and on www.srk.co.za (via the ‘Recent Publications’ and ‘Public Documents’ link).
Stakeholders are invited to submit comments and/or register on the project database. Stakeholders should refer to the abovementioned WCDM reference number, and must include their name, contact details (specifying the preferred method of notification, e.g. e-mail), and an indication of any direct business, financial, personal, or other interest which they have in the application, to the contact person below, by 19 March 2018.
