Short Project Title: River Club Revised Draft Heritage Impact Assessment (HIA)
Project Title: Revised Draft HIA for the Proposed Redevelopment of the River Club and the Rehabilitation of Watercourses at Adjacent Properties in Observatory, Cape Town
Project Synopsis: The Liesbeek Leisure Properties Trust (the LLPT or the proponent) owns and operates the River Club in Observatory, Cape Town (Erf 151832, City of Cape Town). The River Club is currently operated as a commercial facility, mainly for recreational (golfing) activities and conferencing. The LLPT is proposing to redevelop most their property for mixed uses comprising retail (shops and restaurants), offices, dwelling units, a hotel and places of instruction. The upgrade of road infrastructure, the provision of services and rehabilitation of watercourses where they front the site also form part of the proposal.

SRK Consulting (South Africa) Pty Ltd (SRK) was appointed to undertake a Basic Assessment (BA) process required in terms of the National Environmental Management Act 107 of 1998, as amended (NEMA) in support of applications for Environmental Authorisation (EA) in terms of NEMA, heritage comment in terms of Section 38 of the National Heritage Resources Act 25 of 1999 (NHRA), and Water Use Authorisation in terms of the National Water Act 36 of 1998 (NWA).

The draft Heritage Impact Assessment (HIA) compiled by Steve Townsend and Tim Hart to inform comment from Heritage Western Cape (HWC) in terms of Section 38 (8) of the NHRA and inform the BA process was released to stakeholders for a 30-day comment period from 25 January 2018 to 6 March 2018. Following stakeholder inputs (during the comment period and in other forums), the report has been revised and is being released for a further round of stakeholder engagement before being submitted to HWC for formal comment.

Stakeholders should refer to the SRK project number above, and must include their name, contact details (specifying the preferred method of notification, e.g. e-mail), and an indication of any direct business, financial, personal, or other interest which they have in the application, to the contact person below, by 24 April 2019. Stakeholder comments will be conveyed to the authors of the HIA for their consideration in the finalisation of the report.
